Kèr Onvùiē (/on/ /vʊj/ [room (space)] [main]) is a subtropical Large Town located in Linmead Dutchy, Krièvlùji̊ La Provence, within the Dalandic Empire.

The name Kèr Onvùiē is derived from the Tauric language, as Kèr Onvùiē was founded by Grêb Tudor Āko Powell Belíhgùru, who was culturaly Tauric.

Climate

Kèr Onvùiē has a yearly average temperature of 30°C (86°F), with its average temperature during the summer being a blistering 34°C (93°F) and its average temperature during the winter being a warm 26°C (78°F). Kèr Onvùiē receives an average of 130 cm/y (51 in/y) of precipitation, most of which comes in the form of rain during the spring. Kèr Onvùiē covers an area of nearly 6 km2 (2 mi2), and an average elevation of 2944 m (9658 ft) above sea level.

Overview

Kèr Onvùiē was founded durring the early 14th century in summer of the year 1333, by Grêb Tudor Āko Powell Belíhgùru. The establishment of the new community went well, with no major obsticles durring construction.

Kèr Onvùiē was built using the conventions of Tauric durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Kèr Onvùiē is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Kèr Onvùiē is is constructed arround a series of restrictive gravel mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the town is well defended against anything short of an army. The town's cost-cutting-focused defences are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.

A look around Kèr Onvùiē is like looking into a university’s plaza on the day before an exam. People rush about to-and-fro. Discarded scrolls and quills are dotted around town. In spite of many locals discussing academic topics, there’s little sign of any organized groups for any of that talk. Infact, the town seems disordered in general with everything scattered helter skelter about.

Civic Infrastructure

Kèr Onvùiē has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Onvùiē. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Onvùiē's parks.

Kèr Onvùiē has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Onvùiē.

Kèr Onvùiē has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kèr Onvùiē has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Onvùiē has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Onvùiē's public wards, blessings, and other arcane systems.

Kèr Onvùiē possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large Town. Kèr Onvùiē's grid is powered by hydrogalvanic generators.

Kèr Onvùiē's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Kèr Onvùiē has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Onvùiē's natural decorations nor waterways.

Kèr Onvùiē has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kèr Onvùiē has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

While Kèr Onvùiē might ostensibly be ruled by some other power, real control lies with the senior members of the local craft and labor guilds. Their decisions have the practical weight of law, and much of their time and effort is spent squeezing out competitors and parceling out economic opportunities in the community. Some guilds might have little or nothing to do with their original trade, and now exist purely as shells for political influence.

Kèr Onvùiē's garrison was built using a different architectural style from the rest of the town. The style used has a sleek, linear appearance with stylized, often geometric ornamentation. The primary facade of its buildings often featured a series of set backs that create a stepped outline. Low-relief decorative panels can be found at entrances, around windows, along roof edges or as string courses. It was best known for its use of smooth finish building materials such as stucco, concrete block, glazed brick or mosaic tile. Decorative details can incorporate various artistic or exotic motifs to suit the building's function or the architect's whim. Chevrons, zigzags, and other geometrical motifs are common forms of ornament.

Due to the actions of local Kami, spring is short in Kèr Onvùiē.

The Blood Hawk near Kèr Onvùiē are known to be quite timid.

Kèr Onvùiē's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves reenactments to channel Wild Magic energies of tier 2 via recitation of poetic epics.

History

In time immemorial, reportedly some time during the early 2nd century, Kèr Onvùiē was attacked by soldiers from another nation, with orders to raid Kèr Onvùiē. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Kèr Onvùiē lost 212 people, 105 livestock, and 40 buildings. The conflict ended after roughly 141, when members of Kèr Onvùiē's militia enacted an operation to secure a particular strategic location to utilize it for a specific task. The operation was complicated by extremely dangerous terrain, including unfamiliar and poisonous plants which many ate while foraging. The conflict ended with the defense of the strategic location against a siege, which ended in a crushing defeat for Kèr Onvùiē's forces. The war is remembered in legend by Kèr Onvùiē's bards, historians, and legend keepers.

History
